A developer is redeveloping a property in Santa Monica. Instead of requiring them to build entirely new parks and open space, they can pay the City a fee to fund and support park features at this site.

Invite one or more independent operators to build or operate and manage certain revenue-generating destination uses, such as botanic gardens or amphitheaters. While the City is no longer on the hook to pay for these uses, prices to access them may be higher than a City run program.

Invite corporate sponsors into the future site to help offset construction and longer term operational and maintenance costs. Corporate partners will pay an annual fee for certain rights, such as naming rights and branding certain spaces and destinations.

Delay the construction of certain high-cost uses and destinations until the City has fully funded the project. In some cases, this could mean waiting years or decades for project implementation.

Enact a minor local tax increase to provide steady and reliable funding to build, maintain, and operate park facilities and services.

Invite the Los Angeles community to play a role in shaping the future of the site as a regional destination. Accept an annual fee to help build, maintain, and operate the site in exchange for partial ownership and control of the site.

Relocate some existing municipal sites and services from their present-day locations to the airport site. Sell or rent those other sites and direct a portion of the proceeds to fund this project.

Dedicate a portion of the site to renewal power generation, such as wind, solar, or geothermal. Use the generated power on-site and sell the excess power to build, operate, and maintain other uses on site.

Dedicate a portion of the site to retaining stormwater in excess of what is needed for on-site uses. Rent the excess capacity to neighboring sites and developments to build, operate, and maintain other uses on site.

Introduce a substantial acreage of tree-cover on-site to capture more carbon dioxide, produce more oxygen, and help clean the air in and around the site.

Periodically close certain spaces, uses, and destinations within the site for private use in exchange for a fee that can be used to build, operate, and maintain other uses on site.

Accommodate existing on-site office, retail, cultural, and other non-aviation uses to continue capturing revenue from rent and taxes.

Establish a private/non-profit entity to exercise control of the site, fundraise, and fund some operations, maintenance, and programming.

Establish a special taxing district that collects taxes and.or fees to fund operations, maintenance, and programming.

Sell off the 17 acres of the site that sit within the Los Angeles city boundary to fund startup and initial construction costs—reducing the site’s size from 192 acres to 175 acres.
